Citizen development has been the next big thing for fifteen years and has never quite arrived. The reason is not that business users cannot build — they obviously can. The reason is that IT could never trust what they built, and was right not to. That standoff is finally breakable, and it is worth being precise about why.
The citizen developer's broken bargain
The promise was seductive: let the people closest to the problem build the solution, and unburden IT. The reality was that every citizen-built app became a thing IT eventually had to adopt, secure, or shut down. The speed the business gained up front, IT paid for later in risk and cleanup. So IT learned to say no, and citizen development stalled.
Why IT learned to say no
It was never about control for its own sake. A business user building on an ungoverned tool genuinely cannot answer the questions IT is accountable for: who can see this data, what happens when an employee leaves, where is the audit trail, how do we know it is not leaking. 'No' was the only responsible answer when the building happened outside any governance.
What changes when generation sits on governance
The standoff breaks when the thing the business user builds is automatically governed. If generation produces a frontend on a backend that already has central identity, row-level security, audit, and compliance — that IT configured once and applies everywhere — then the business user's speed no longer costs IT its accountability. The app is fast to build and safe by construction.
The business user never touches the permission model; they just describe the app. The CISO never has to trust a hand-built backend; there is only the governed one. Both sides get what they actually wanted.
